What Should I Do About My Drug Addicted Brother in Law?

my 36 year old drug addicted brother in law still resides with my mother in law, he is extremely addicted to cocaine, heroin, and crystal meth and will go at any means of ripping ANYBODY off to get some money to buy these drugs. he has ripped thousands of dollars just off his family alone. my mother in law is afraid to kick him out because she is afraid he will die being in the streets, she never gives him money for ANYTHING so she does not contribute in any way to his drug habit. he is a very spiteful person and refuses to get professional help. he has had a drug problem for over 20 years now, so i’m thinking it might be too late to get him help. just because he is a spiteful person i know for a fact he does love his mom, sister, and brother very much.. what should i tell my husband and mother in law to do?

make him go to rehab there are programs where they (i know this sounds bad) ,but they kidnap them and bring them to a place where nothing is around ,outa the city, and they stay there for a while and clean up there act..my aunt was gona put my cousin in there when she was hooked on crystal meth but she ended up kicking the habit,i think shes just addicted to weed now ,which is nothing..
