My stupid friend is trying to convince me that you can make a type of meth or something by electrifying a screen from a screen door and spraying bug spray on it… that some crystals will form from this and you can smoke it. Im not looking for stupid guesses or opinions here, just actual facts. Thanks

Those policies have failed, and continue to fail, to effectively address the problems of drug abuse, especially the problems of juvenile drug use, the problems of addiction, and the problems of crime caused by the existence of a criminal black market in drugs.
